Yes, we've been doing it since the early 2000's with linkage editor invocation 
(I don't know when that internally switched to binder).  Check what happens 
when the ORDER statement is specified:
 ORDER csect1, csect2,...

I don't know about the linkage editor, but the Binder ;) has an ORDER statement 
that can be used.
