You missed the point and calculating using a false assumption. 35 kW

Fair enough, so lets assume that Google's servers are running at
an average of 50% CPU (If I remember correctly, I think its actually
nearer 80%: after all, if they need extra query capacity they can always
suspend the web crawlers, so if they really are running at 50% then
they have more servers than they really need, but lets go with
a generous assumption).

So, switching to IBM servers (assuming that your assumption
of 250,000 z17 servers is accurate) would mean "only"
a minimum of 6 times higher power requirement.
