Two things:
Not every build will need neo4j installed - and it's only required at
run time. Only the specific system you're
expecting to host the CMA needs it. Secondly, Neo4j isn't especially
easy to detect - since they don't have any particular place that you
need to install it in. It doesn't care. Checking for the various
python pieces is easier to detect though - but with the same caveat
about not being needed on the build machine at all - only the CMA host.
I don't expect to support Windows as a CMA host but I'd surely like to
inject nanoprobes into it and make it a drone in the collective ;-).
But I could warn you if things I think you'll need at CMA run time
aren't present.
