Right.  I forgot that I need at least network discovery to get started.
I'm not sure I need real content, but it definitely needs a well-formed
packet.

I didn't know any or all was an option (?).  Hmmm...  I knew eth0
sucked, but it got me started.  I was thinking about having the network
discovery drive that.  I completely spaced out Windows...
