DoNormOptimizing only helps to reduce the norm if it is high by increasing 
the maximum number of messages that can be saved in the spam directory.

It does nothing to increase the norm if it is low.

If you have a large number messages in notspam, something that has worked 
for me is to go into the notpsam directory and delete older messages, maybe 
1000 at a time, and then rebuild the spamdb until you get a norm in the 
target range.

FYI, my norm is usually in the .55 to .70 range.
