#1 Because the real size OR total transmission size of the email is the
size of the email times how many people your sending it to.

#2 Why wouldn't you want to count those ?

This option was one request by me. This options allows admins to cut
down/limit useless bandwidth wasting based on what the total transmit size
will be.

Exmample #1 (simple): Suzi sends a 1 meg file/image/etc to 6 friends. That
emaill will consume at least 6+ megs of upload bandwidth. If using this
option we set the limit at 5 Megs. Suzi will have to take more time
breaking up who she sends this email too. Now Suzi can still send that
file to each person individually (or in smaller groups) and probably will.
But this will take up more of Suzis time. Which means Suzi now thinks
twice before just blindly forwarding/creating new bulk mail.

Side note: This option so far has saved us and are clients alot of
Bandwidth & processing time & storage on the mail servers. Which in the
end was better every one. Us and the outside mail servers who are no
longer getting clogged with "funny spam".
