Is NoPBWhite.txt (whitebox) a file that is cached in ASSP or is it
looked at when the need arises?

The reason I ask is because I've noticed that even after adding an IP
Address range or set of ranges into this file and saved changes, I will
sometimes continue to receive emails from the same IP Range marked
(whitebox) in the header when they shouldn't.  They are not whitelisted
or from MSN, Google, Yahoo etc...

After saving, there is an entry in the log that says it was saved
(nothing more).  Other files that are saved will show that ASSP has
re-read/cached the file (not the exact terminology, but you get my
jist).
