EmailAdmin(s) have to define the email addresses for which they want to 
get a report in the body of the email - even if they only want a report 
for them self!
All other users will get only a report for them self (sender address) - 
even if they define email addresses in the body of the email (the message 
body is ignored for normal users)!

I was getting this error with 3.2, so upgraded and still get it with 3.7.
