Please look at the content (hex) of the file rebuildrun.txt . Are the wrong characters in there - I think (hope) not? Send me the source code of the mail you've received.
It looks like, your outlook is decoding the mail wrong - [=36] is used to encode a mail 'quoted printable' - but the mail should not be encoded this way!
