Is there an easy way to setup a regext to reject mail with a recipient
not found message but not add that to the corpus?

I think I can put the sender's info in bombheader and set nocollecting
to contain that address, but that'll give the bomb error.  i want to
return recipient not found.

For example, there's a government agency that we worked with that we
no longer want to receive emails from.  We've asked to be taken off
the lists, but they can't figure out what list we're on.  Stupid
government I suppose.

The problem is that while their messages are unsolicited at this
point, they're content isn't "spammy" per se.  We simply want to
reject them as if the recipient is invalid, but not add them to our
spam database (because doing so would pollute it).

Oh- and we can't block by ip as they use the same outbound ip as other
agencies that we do work with.  They also use the same domain name as
other agencies, so blocking just that domain won't work.  We want to
block the specific sender.

If we blacklist, that'll add to the corpus.
If we bomb, that'll give the wrong error message

We want them to think that they've got an invalid address.  A bounce
if you will.
