yeah, the rate limiter kicks in for local/authenticated users trying
to send out emails at a too fast rate, it's there to help pinpointing
possible "in house spammers" (or infected systems spitting out
junk) so... yes, those addresses won't be seen by the "whole
world", although, for sure using a macro like the one used for
the spam reject message, that is the "LOCALDOMAIN" in

554 5.7.1 Mail appears to be unsolicited -- send error reports to
postmas...@localdomain

may be appropriate; in this case the message would be different
yet the LOCALDOMAIN macro may be useful
