it seems so, and it sounds right to me, each single filtering step is
taken when there are enough infos to use it; for DNSBLs you only
need the connecting IP (and then some more "envelope" stuff if
you want to do it right), while for regexp you'll need to (at least)
fetch the email headers; sure, the HELO filtering makes an exception
here, but in general I think it's pretty much clear why ASSP is working
this way (and working WELL, I have to say)
