I have sslog set to diagnostic and it does indeed write the line:
Feb-24-10 08:26:24 STARTTLS skipped in reply, problematic IP:
88.87.zzz.xxx;

So it still offers STARTTLS to the client, even tough it writes in the log
that it was skipped.
