It does not make sense to send possible thousends of reports, if there was
no blocked message found. If a user wants to know it exactly, he can send
a blockreport request to assp - then he will get back a report (also in
case of no blocked message was found).

We have a bunch of client's who feel that because they didn't receive a
spam
report there's something wrong.
I tried to explain that there are no spam messages so the report isn't
generated
How would I have a report generated that show no blocked emails?
