No.

\b matches a word bounce - anything between two \b must surrounded by 
(space,.!?).

your regex could be also written as

[\s,.!?]email address stated on the Will[\s,.!?]
so it will look for the complete string surrounded by \s,.!?   .

No, it matches a perl regular expression.

if you want to look for the word 'will' in the body:

1. do not use blackRe (this searches also in the header) use bombDataRe
2. use the regex '\bwill\b'

if you want to look for the complete phrase  'email address stated on the 
Will'

use 

email\s+address\s+stated\s+on\s+the\s+Will

if the 'W' of 'Will' should be match in uppercase - use

email\s+address\s+stated\s+on\s+the\s+(?-i:W)ill

I am not understanding the purpose of blackre.txt

I thought it was meant to match exact phrases or words

As an example, if I have this blackre.txt file it will flag emails with 
the 
word will in the body of the email.

Is this correct?

If it is correct, then is there a setting for what I'm trying to 
accomplish?
