This "theory" is wrong.
The admin decides in the section "collection" where to store the spam
mail (spam mails are "spam found" mails) and if to copy the mail to
the sendAllSpam account.
Look for example at "spamBombLog". It decides, where "bombs" should be
collected.
The default is set to "discard" and "sendallspam". That means should
they should be collected in "discard" folder, not in "spam" folder
because "bombs" are typically always the same words to be matched and
it dos not make sense to put them in the "spam" folder - which is used
for Bayesian analysis.
If you want everything into spam folder just go through all the
default which are pointing to "discard folder" and change them to
"spam folder".
