Maybe I do not understand correctly what you are saying.

ASSP does not close non-spam connections. It is the responsibility of
the MTA to close connections after a reasonable IdleTimeout.
ASSP uses smtpIdleTimeout to interrupt ->idle<- connections. Hackers
may hold and block connections by sending "NOOP" commands shortly
before the "smtpIdleTimeout" is reached. Thefore ASSP can be used to
monitor and block those type of connections. This is done with
smtpNOOPIdleTimeout and smtpNOOPIdleTimeoutCount.
