There is no reason to do that. And this could be very problematic. Moving 
a three level URIBLTLD to level two,  requires to know all level three 
TLDs - and to know that they all will be blocked.

You can also (easy to do) add an entry to the URIBL Cache.

This may or may not be OK - to prevent false positives, this is not done 
by assp.

If you want to maintain your own URIBL service - there are free (open 
source) tools on the market to build DNSBL/URIBL like DNS services.

It does not make sense to tuneup assp, if it is working at a spam 
detection rate of 99% or higher. It is better to let ten spamms pass than 
to block one legal mail.
Some of us (including me) are seeing assp like a sports contest against 
the spammers - but from a companies point of view, it does'nt matter if 
100 persons are getting each one spam a day.
But it could lead in to a financial disaster if one very very important 
email was blocked.

But still allow file:files/URIBLCCTLDS.txt to be updated.

Unfortunately the maintainers of the source for URIBLCCTLDS, do not 
restrict the list to IANA/Country based two and three level names, but 
include privately owned, commercial two and three level names.

Currently, if I want to black list a domain like, for example, 
altervista.org, I have to add it to bombDataRe.

My position regarding sites that offer free web sites, etc, is if they 
get used by spammers, the base domain needs to be black listed, because 
that domain is a spam enabler. However, I would prefer to keep them out 
of bombDataRe and in the DNS black list where they belong.
