>From where you got a Perl 5.13 for Windows?

This is a very old development release. Production releases are ending 
with an even number - 5.12 , 5.14 , 5.16, 5.18  - a minor release number 
follows like 5.16.3 (5.016003).
How should anyone know what is in your '
C:/Perl/site/lib/Email/Simple/Header.pm line 126.' if you don't tell us 
the version of this module?

In case you really use Perl 5.13.x - I can't beleve it, because the assp 
installation would fail on this release - remove it completely and install 
5.16.3. And don't forget to download the latest assp.mod.zip !!! And to 
run a 

>ppm update --install

possibly you use Email::Simple version 2.202 ?? - If so , downgrade the 
module to version 2.201 or to 2.102 from the ASSP2 repo / assp.mod folder
