I've never used it - but reading the docs looks like a different 
intended application.  webadmin is for trusted sysadmins who have direct 
network access.  Remote support gives temporary connectivity via the 
SMTP port - so if the remote send mail to/through ASSP it can perform 
admin functions without requiring routing changes or needing to grant 
the remote IP access to ASSP followed by removing access afterwards.
