Just thinking out loud here.  if there's already a way, I'm all ears.

Some of our users are great.  If a message is above the low threshold but
below the block threshold, they want the [SPAM] subject prepend.  I don't
want to disable that functionality.

However, a lot of the users just don't get it.  We can train, produce
manuals, etc, but it doesn't help.  They will reply to messages without
changing the subject, and their outgoing appears as Re: [SPAM] Orig
subject.  They'll call me to ask why someone is sending them spam because
of the subject.  There is no fixing the human element.  grrr.

Sure, I could make these users spam lovers and stop the subject then, but
that allows more spam though and that would make my life more miserable...

What I'm wondering is if it makes sense to add either a
PrependSubjectSkipUsersRE or a PependSubjectUsersRE type of list to control
which recipients get the prepend subject.

It seems like it would be easy to code since we already can skip the
subject for spam lovers.
