The implementation of variant [1] is possible. Because of the name 'EmailAdmins' for admins, I would use 'BlockReportAdmins' for this userlist.

No listing in EmailAdminDomains allows a EmailAllowBlockReportRequester to reqest any block report, just like it would if they were in EmailAdminDomains 2) Have EmailAllowReportRequester be in the same format as EmailAdminDomains, and be additive to that. I think it would be simpler to implement and for the admins to understand option #1. Maybe it's as simple as just doing a check if the user is in EmailAdmins or EmailAllowBlockReportRequester? Other related thought: Might it be a good idea to change the title of Restrict Email Admins to Domains* (EmailAdminDomains) so something like Email Admin Block Report Restrictions? That will make it more clear at first glance, even though it's already under block reporting, that this only restricts block reporting and not other admin features?
