There is a problem with this build. As soon as I upgraded to build 16130, my users started experiencing SMTP timeouts. Looking at the logs, I see a ton of 451 SMTP Timeout entries:

The client never gets a 200 response upon connection, and after 180 seconds, ASSP times out. The volume of mail coming through the server was about 25% of what it normally is due to these timeouts. I reverted to build 16117, and the problem instantly went away.
