You're missing a dependency for ASSP_AFC which it doesn't handle gracefully.
Search for the word require in the file and install those handful of perl
modules.

I updated ASSP from 2.5.5-17073 to -17223, and ASSP_AFC to 4.58. ASSP
starts up as expected; ASSP_AFC does not?
