The description of AddIntendedFor (since 17158) includes the line:
The "X-Assp-Intended-For:" header will not be added for Blind Carbon Copy
(BCC:) addresses in outgoing mails, to keep them hidden from external
readers.
BCC addresses are those listed in the BCC: header and - those that are
envelope recipients, but not listed in the TO: and CC: header.
With 17244, if I set this to ALL, all of the BCC intended for lines are
still included in the externally received email.
Interestingly, if I set this to "incoming and local," no intended for lines
for any bcc recipient shows, even for internal only mail. That's good.
