It does help to turn on logging - since my "reportlog" was disabled.

also manually re-started both ASSP's after changing the settings.
Having done so, I see a series of lines on host 1 like:

The rate is 2-3 per second. That's all that shows on host 1 - just the
forward requests.
Now back on host 2:

So - I don't see any additional information on host 2. It's receiving
block report requests and processing them. Host 1 seems to be
spontaneously generating the requests - I still don't see how/where/why.
