My experience is with the old Symantec SMTP software.  I got 42,000 of these
a month:

11-Mar-2006 00:03:11  Action: Scan Error  From: [EMAIL PROTECTED]
To: [EMAIL PROTECTED]  
Subject: SpongeBob Squarepants DVD Boardgame chesterot  Size: 4989  SMTP ID:
M2006031100031025411  
Info: Message could not be scanned completely.  Scan Status: 56 - Malformed
MIME file.

This was, mind you, a mostly anti-virus system and was only marginally
capable of filtering spam, but it followed the rule that everyone must
follow the rules.  If it received incorrect headers, unscannable files, NUL
characters or non-standard SMTP line terminators it kicked the message.  In
3 years of this the only real errors were the Apple/Mac users with multiple
attachments.

How do you mean compliant?  Is that mail with no mime headers at all, or
mime mail with faulty 
structure?  There's plenty of plain text emails that fall into the first
category, and I've seen 
automated mails in the second, but very little spam in either.
