My understanding is that messages are put into the “junk email” folder automatically based on the SCL value.


Exchange 2003's IMF applies the header "X-SCL" if it is enabled via a registry setting.  I'm guessing there is recognition of X-<variable>-SCL as an indicator for filtering to the Junk Mail folder.  I don't know if it's Exchange or Outlook doing it though.
