FWIW, I've been using mapilabs in our environment. mapilabs.com Make sure you do a full eval before buying. Works fine, but its filter configuration option need some real work.

The simplest way to do generic filtering for all Mailboxes on Exchange, without having to touch an Inbox with rules, is to create an Event Sync. There are many products out there that do this.
