I understand now.  That is why he needs the IIS SMTP service.  Since I don't
route my outgoing mail through ASSP I don't need a smart host.

This is flawed because "Macallen" is using ASSP as a smarthost, but ASSP 
cannot route the mail to the Internet after that.  ASSP must proxy to 
another MTA that is capable of Internet routing.

In front of this would be a SMTP client or MTA.

   Outgoing:  SMTP MTA/Client >> ASSP >> MTA/Relay/Smarthost >> Internet
