They will be rejected. That is the whole point of recipient validation. Not the same as bouncing, but your user will not get mail just the same if you leave them off the list. Use a script to generate your flatfile to avoid missing any. Run the script on a regular basis to add new users. Also consider using the LDAP functionality if that is an option. We use both.
