The IP for Gmail is no longer on their list but the one from IRS is.  Doing 
a lookup on their site it appears that the IRS IP is sending spam.  I don't 
use the bl.csma.biz but rather the sbl.cmsa.biz  What is interesting is the 
sbl is supposed to be more aggressive but the IRS IP is not on it so I don't 
know what is going on there.

"We currently maintain two databases: bl.csma.biz and sbl.csma.biz. The 
first database contains only aggressive hosts that have spammed repeatedly 
during a short timeframe. The second database is a bit more aggressive, 
recording all hosts that have generated spam within a 45-day period."

In the last couple of days sbl.cmsa.biz has returned a positive response 14 
times.  Resulting in only 3 rejections.
I currently check 17 RBL's and reject on 3 hits.  This is good if one of 
them has problems.

Also I have the Gmail servers in my nodelay list which is also my 
ISP/Secondary MX Servers list.  That way they don't get connection checked.
