This is true.  It is the only way that the spam database will be
[re]built from the corpus directories in an automated fashion.

Ultimately it depends on your mail volume and how fast your corpus
"changes".  But also consider how powerful your system is and whether or
not it can handle rebuilding the database during peak hours.

I rebuild 4 times a day, but my system can handle it with ease.  Some
people experience high-CPU during the rebuild process, so rebuilding
during peak hours may not be advisable.
