I'm gonna guess some sort of text conversion crapped out within ASSP. I've [rarely] seen somewhat similar things. 3D is hex for the equals sign.
Its perfectly safe to ignore in the whitelist, as it will expire itself. I've never been able to recreate instances of this happening, so I've never been able to narrow the issue down to anything tangible.
