I agree.  I find 5 minutes to be quite versitile.  It avoids a vast majority of 
spam while not being long enough to periodically annoy my users.

An embargo time of less that 1 minute is pretty much useless in my 
experience. Most retries that hammer my server are just a tad over 60 
seconds (ex: waited: 1m 9s).

Personally I use an embargo time of 5 min(the default) and have no 
issues with it.
