Are these local domain emails coming from local users?  If so, have them 
SMTP authenticate to the system.  This will prevent any delaying. 
Otherwise, I think you are pretty much out of luck; only IPs are 
configurable to be non-delayed.  Why do you have local domains coming in 
from outside your system?  Do you not allow external users to send email 
through your system?  Or are they having port-restriction problems and not 
able to access your server?
