Why do mailadmins whant RWLs ? They are also common whitleists. The "advantage" of the per user whitelist is, that nobody can poisen the whitelist of all users. (Think of a big hosting company, which uses comon whitelist, and a spammer registered on their server and whitelists all his spam-Adresses...)
If you trust your users, that they won't do this, common whitelists are clever and beautiful. If you can't trust them, comman whitlists are unusable, as they can override all spam protection. The same as with RWL - if they are trustable they are helpful.
