I'm sorry you had a bad morning.  I hope that the rest of your day goes

After doing a technical analysis of all the facts and advice, I came to
the same conclusion but assumed that there must be some way around it
since mailbagging is fairly common around here.  

Now that I have bounced it off of the wonderful intellect on this list I
can clearly see that mailbagging is out.

utterly 
obscure to me, now that you've explained it I can see that your problem
is 
worse than you've explored thus far.

The ISP is being backed up with unacceptable mail, which you're
refusing. 
Most mail systems will continue to offer the oldest message first on any

connexion, so you stand no chance of receiving the later messages until
the 
log-jam message is cleared by timing out and being returned.

Problem with the time-out scenario is that a slew of messages received
by 
your ISP just after the log-jam message will also be timed out, before
the 
ISP's MTA can re-commence offering you in time-limit messages from
further 
down the queue.

If you want to block the SPAM, you either have to take control yourself,

including eschewing "mailbagging", or find an ISP who will SPAM-filter
for 
you as part of that service
