Not to my knowledge, but it is definitely happening with a particular
set.  I am having difficulty replicating the issue with other addresses
- but so far I do not see any differences between these addresses and

Although I cannot replicate with independent testing, I am working with
the original sender to try to replicate the issue with other addresses.

The original messages is sent to (3) people:

   TO:  recipient1 (recipient within my org)
   CC:  recipient2 (recipient within my org), recipient3 (recipient of
senders org).
