Variations on the content don't seem to matter, although a good chunk of
the message is legal boilerplate  - none of which seems to be matching
any Regular Expressions.  The sender is whitelisted.

I will confirm that the sender followed my instructions to perform
re-send tests with the (problem) recipient as a BCC.  She seemed
competent and understanding of the situation, but I will confirm again.

The email is quite typical.  As I said in another message, the same
exact message can be sent to the (problem) recipient without an issue -
if it is the only recipient specified.  Add any others, and the message
gets rejected for *only* this (problem) recipient.  All the other
recipients will receive the message.  The rejection is a "bad
attachment" message, although there is no attachment.
