I had that issue with our setup, and I fixed it by disabling TLS on the
mail server. As the docs in the wiki clearly state, ASSP is an SMTP
proxy that doesn't do TLS. When the EHLO command is received, the local
(proxied) mail server responds with the supported commands. Once you
disable the TLS on the mail server, it no longer offers that as an
option, and the sending mail server stays in SMTP mode.

My setup is using IMail with ASSP, but I suspect the same would apply
for other setups.
