So then the lack of understanding is with what POP before SMTP is,
and/or how it works.  I don't know what you mean by "fileformats" here. 
POP before SMTP is a type of authentication mechanism - or rather a way
to skip authenticating twice (for POP and for SMTP connections).

Once a MUA authenticates to the POP3 service, the IP address is put into
a temporary table of allowed IPs that can issue SMTP commands to the MTA
to send mail to non-local recipients.

This is to the best of my understanding of how POP before SMTP works in
a generic sense.  Its possible that ASSP uses this methodology in a
slightly modified manner.
