ASSP does not reload the .cfg file on changes since you should normally 
not be making changes to it directly. It is always recommended to use 
the web interface. Changed made in the web interface take effect instantly.

If you are speaking of the domain blacklist assp will reload the file in 
no less than 5 minutes I believe, if you were to use the admin interface 
it would reload the changes much faster.

ASSP checks all of the files that contain user configurable entries 
every 5 minutes to see if they have changed. If any files have changed 
it will reload their contents.

I'm pretty sure on the 5 minute max time for changed files but it could 
have been changed by fritz since I last checked.
