If an IP is not able to be validated as Whitelisted on an RWL, no action is done regarding that. I'm assuming, based on my logs, that it is as if you didn't attempt to verify it at all. In other words, only positive hits have an effect on the email, marking it as a good source and keeping the sending IP from being penalised from other tests that it may fail.
