Spam Collect Addresses are those local addresses that you know will always be sent spam. I have a website that I use for the honey pot project and on the page that is the portal to their scrip, I have an email posted that is a fake email. I told my old spam tool (spamwall - only works with Mercury) that the email in question was a honeypot address. So it knew that any email coming to that email was not for a local user in my MTA, but was nothing but spam. It process the contents as spam and deleted the address without passing it to the MTA for delivery (because it's not a real user). I have another email that I pass around the newsgroups knowing it will be harvested and spam will go to that email. It to is a honeypot address and Spamwall knew what to do with it.
