Rsync requires cygwin for win32 and on it's own isn't secure, only when it's over ssh. I've only done Rsync over ssh from a win32 to a nix server running sshd. I would need it the other way round, sshd on win32. I've never used sshd on win32 although I understand it does exist. Rsync feels like overkill, the changes are small and controlled.
