Yes.

Let's say you have 2 recipients in a message and one is a spamlover.
If a message sent to both recipients was determined to be spam it would 
be blocked.
If the message was sent only to the spamlover it would NOT be blocked.
If the message was sent only to the non-spamlover it would be blocked.
