I put something in 1.3.2 (3).

It is based on the number of different IPs a domain may come from.

[maxSMTPdomainIP,'Maximum Different IPs  Per Domain '
  'The maximum number of different  IP Addresses a domain may have
during the <a href="./#maxSMTPdomainIPExpiration">Maximum Different
IPs  Per Domain Expiration</a>. If a domain makes more than this many
connections it will be banned from future connections until the
Expiration is reached. This can be used to prevent server overloading
and DoS attacks.  If left blank or 0, there is no limit imposed by
ASSP. <a href="./#ispip">ISP/Secondary MX Servers</a> and  <a
href="./#acceptAllMail">Accept All Mail</a> matches are excluded from
SMTP session limiting.'],
