The problem is _not_ in 1.3.1-44.
I can run this version with full speed.
But the final 1.3.1 runs slow as do all later version like 1.3.2-29.

The diff of the both 1.3.1 versions shows the invent of
'maxSMTPipConnects', but I have no idea why this slows things down 
because I am testing with one single connection.

These are my maxSMTP* settings for completeness:
maxSMTPSessions:=32
maxSMTPdomainIP:=3
maxSMTPdomainIPExpiration:=7200
maxSMTPipConnects:=5
maxSMTPipDuration:=60
maxSMTPipExpiration:=600
maxSMTPipSessions:=30
