I just had a thought, maybe you could meet me halfway. How about for 
some of the lists (rbl/uribl (and perhaps bombre/scriptre)), there be an 
alternative "Low Scoring List" Alternative that would only have effect 
in message scoring.

The "Low Scoring" List would be another list of rbl/uribl providers that 
would like to use, but assign a lower score to. This way one could use 
dynamic ip, day old bread, and other less-reliable blacklists and not 
worry about them completely killing a message.

A similar set of alternatives could be used with bombre/scriptre files, 
though I'm not sure of what exactly I'd put in there.

I'm still sticking to my guns and saying that blacklist hits should 
accumulate scores with each successive hit, and not cut off after 
minimumhits.

I'd really like to hear what others have to say about this. If I'm the 
only person who would find low scoring alternatives useful, then I'll 
shut up about it.
